Foreign ownership, control, or influence (FOCI) concerns begin when the work involved will require access to classified information/areas. By DOE direction, Kaiser-Hill may not award any subcontract requiring FOCI clearance until approved by DOE. FOCI processing can significantly delay an acquisition. Therefore, Kaiser-Hill works closely with potential subcontractors to ensure FOCI packages are properly submitted. This approach significantly reduces the overall processing time for FOCI approvals.
Kaiser-Hill provides insurance coverage to all eligible subcontractors at Rocky Flats, through a contractor-controlled insurance program that provides comprehensive general liability, workers' compensation and employer liability, pollution liability, excess liability, and errors and omissions insurance. Without this program, many small businesses would not be able to meet the stringent insurance requirements of the Rocky Flats closure contract. This program saves the project millions of dollars over a standard insurance program approach.

Kaiser-Hill will aggressively work to meet subcontracting goals for small, small-disadvantaged, HUBZone, and woman-owned businesses. In each year of its prime contract with the Department of Energy, Kaiser-Hill has exceeded small business subcontracting goals with more than $723 million in subcontracts to small, small-disadvantaged, woman-owned, and HUBZone businesses.
